党的十八大以来，以习近平同志为核心的党中央把军民融合发展上升为国家战略，纳入党和国家事业发展全局总体设计、统筹推进。军民融合发展作为一项国家战略，关乎国家安全和发展全局，既是兴国之举，又是强军之策。坚持走军民融合发展之路，是党领导经济建设和国防建设的基本经验，是被实践证明有效的指导原则。党的十九大将军民融合发展作为重大国家战略写入党章，进一步强化了军民融合发展在党和国家事业全局中的战略地位，成为军民融合发展的根本遵循。军民融合发展的总体目标是，要加快形成军民融合发展组织管理体系、工作运行体系、政策制度体系，推动重点领域军民融合发展取得实质性进展，形成军民融合深度发展格局，构建一体化的国家战略体系和能力。必须在国家总体战略中兼顾发展和安全，科学统筹经济建设和国防建设，努力推动国防实力和经济实力同步发展。
